Organizational Profile
The Institute of Hydrometeorology and Environmental Research and Information is a leading scientific and public service organization in the field of assessing and forecasting the evolution of water, climate, and the environment, and providing early warning of potential natural and weather hazards and environmental pollution to the government, business entities, organizations, and the public, detecting and determining the climate, agricultural climate, surface water regime, and resource patterns in the territory of Mongolia, ensuring the proper use of natural resources in all sectors of the country, providing the national network of hydrometeorology and environmental monitoring with integrated technologies and methodologies, training and practicing personnel, conducting scientific research and studies in the fields of nature, climate, surface water studies, environmental monitoring, climate, and the environment, introducing the results into production practice, and providing professional conclusions, recommendations, and evaluations.
The scientists, researchers, engineers, and technicians of the institute are implementing scientific, technical, and technological advances in their activities in stages, and successfully implementing foreign and domestic scientific and technological projects and programs individually and jointly, and introducing them into production. As a result, the development of water, climate, and environmental research in Mongolia has reached the world level of development, and modern techniques and technologies are being introduced into urgent service work.
Our institute has successfully implemented its goal of promptly providing the Mongolian government, citizens, businesses, and consumers with accurate, real-time, and continuous information and data on hydrometeorology and environmental monitoring by utilizing a supercomputer capable of performing 6.5 trillion operations per second, ground stations that continuously receive data from satellites dedicated to nature and climate, a 24-hour continuous information network with over 700 users connecting the Meteorological Organizations of Russia and China, as well as all provincial centers and professional organizations in the country.
As of 2025, there are 12 employees with doctoral degrees and 8 employees studying as doctoral students. About 60 percent of employees are under the age of 40.
The Institute's activities
- To meet the needs of the government, socio-economic development, and the population with information on the current and future state of hydrology, climate, and the environment
- Providing information on the current and future state of water, weather, climate, agriculture, and the environment
- Provide methodological guidance to the national network of water, climate, agriculture, and environmental monitoring
- Conducting scientific research and development in the fields of water, weather, climate, agriculture, environment, remote sensing, and information technology, developing methodologies and technologies, and introducing them into production
- To act as a national meteorological communication center within the World Meteorological Organization's information network
- To serve as a national remote sensing center
- Act as an environmental information center and manage the daily operations of the database
Historical path

Based on the Resolutions No. 304 of the Council of Ministers of the Mongolian People's Republic of China dated August 24, 1966, and No. 143 of the Labor and Wages Committee dated September 29 of the same year, the Head of the Hydrometeorological Service issued Order No. 120 of October 13, 1966, establishing the Hydrometeorological Research Institute with the tasks of providing the national economy with timely hydrometeorological information, providing methodological guidance to the national hydrometeorological network, and conducting scientific research. Its structure, organization, staffing, and salaries were determined and approved. When it was first organized, it had 6 departments and 72 employees.
